Tashni-Ann Dubroy, PhD
Welcoming Remarks
Dr. Tashni-Ann Dubroy serves as the Executive Vice President and Chief Operating Officer at Howard University (HU), where she oversees campus safety, enrollment management, auxiliary services, environmental health and safety, process optimization and business continuity.
Under her leadership, Dr. Dubroy leads change to improve various system-wide processes to increase the operational efficiency and safety of HU and its students, including increasing student enrollment from 8,000 to 12,000 to date, and improving HU’s financial-aid standing with the Department of Education from a Heightened Cash Monitoring Level 2 to Level 1 status within a 9-month period.
Prior to joining HU, Dr. Dubroy served as the 17th President of Shaw University, winning acclaim as a fast-rising star in the higher education community for positioning Shaw as a resource to the City of Raleigh through entrepreneurial innovation, civic presence and social responsibility. During this tenure, she was awarded “Female President of the Year” by the HBCU Digest, “2017 CEO of the Year” in the Triangle Region, and was named to the “40 Under 40: Excellence in Leadership” list by the Triangle Business Journal.
Dr. Dubroy’s philosophy of fiscal conservatism and institutional capacity-building enabled her Administration to reverse six consecutive years of enrollment declines and yield a 15% increase of new and returning students in 2015, while closing a $4M fundraising gap, and earning a positive change in net assets to counteract a two-year loss.
Dr. Dubroy’s path to the presidency was unconventional, but her leadership has been categorized as a fresh and needed vision for the sustainability of higher education in metropolitan settings. Dr. Dubroy began her career as a Research Scientist at BASF, the world's largest chemical company. She quickly rose to the position of Global Technology Analyst, and was later appointed to serve as a Chemical Procurement Manager, where she managed a budget of $35M.
Prior to Shaw, Dr. Dubroy co-founded Tea and Honey Blends, a natural hair care company, and co-owned downtown Raleigh’s Element Beauty Bar. Her entrepreneurial success has been featured in Money Magazine, Bloomberg’s BusinessWeek, and publicly recognized as a “Woman Who Means Business” by the Washington Business Journal. Dr. Dubroy holds a PhD in Physical Organic Chemistry from North Carolina State University, an MBA from Rutgers University, and a BS in Chemistry from Shaw University.
